About authors
Richard Glen Boire, ESQ.
The Law Firm of Richard Glen Boire focuses exclusively on appeals, expungements, and other post-conviction legal relief in criminal cases. Mr. Boire is a leading legal authority on marijuana, ecstasy, khat, research chemicals, and psychedelics (a.k.a., entheogens, visionary substances, hallucinogens, analogues, and/or shamanic inebriants).
Mr. Boire received his law degree in 1990 from UC Berkeley’s School of Law (Boalt Hall), one of the best law schools in the country.
He testified about Ecstasy before the United States Sentencing Commission in Washington, DC, and before the California Public Safety Committee. In each case, his testimony helped produce lower penalties for ecstasy than those under consideration.
In addition to his private law practice, he served as legal counsel for the Center for Cognitive Liberty & Ethics, a law and policy center devoted to protecting freedom of thought and the unlimited potential of the human mind.
Mr. Boire is a member of the California Bar and has been admitted to practice before the Ninth Circuit Court of Appeals, as well as the United States Supreme Court. He is a member of the National Association of Criminal Defense Attorney’s, the NORML Legal Committee, the American Bar Association, and the California Bar Association.

Dale Gieringer, Ph.D.
Dale Gieringer,PhD is the state coordinator of California NORML, and a co-founder of the California Drug Policy Reform Coalition and of Californians for Compassionate Use and one of the organizers and co-authors of California’s medical marijuana initiative, Proposition 215. Dr. Gieringer received his Ph.D. from Stanford on the topic of DEA drug regulation. He is the author of articles on marijuana and driving safety, drug testing, marijuana health mythology, the economics of marijuana legalization, and DEA “drug enforcement abuse.” He has sponsored research on the use of water pipes and vaporizers to reduce harmful tars in marijuana smoke.

Frank H. Lucido, M.D.
Frank H. Lucido,MD graduated from University of Michigan Medical School and completed his Family Practice Residency through University of California at Davis. He practices Family and General Medicine in Berkeley, California. Since the passage of the California Compassionate Use Act of 1996, Dr. Lucido has been performing Medical Cannabis evaluations, and writes and lectures on the subject. Dr. Lucido is a member of Society of Cannabis Clinicians, and Physicians for Social Responsibility. He co-authored the widely read article “Implementation of the Compassionate Use Act in a Family Medical Practice, Seven Years’ Clinical Experience” with Mariavittoria Mangini, PhD, FNP, published the Journal of the Society of Cannabis Clinicians, which is a blueprint for physicians in making safe and appropriate recommendations. Dr, Lucido founded MedicalBoardWatch.com to keep watch on Medical Board of California actions against physicians who make medical cannabis recommendations. Dr. Lucido also founded Lucido Medical-Legal Consulting to give expert medical testimony for legitimate patients who use cannabis medicinally, and for responsible physicians who recommend it appropriately. He lectures on medical cannabis, and practice standards, and is interested in speaking to physician groups to increase the number of responsible physicians willing to make appropriate recommendations for this safe and effective medicine.

Kevin Feeney, ESQ.
Kevin Feeney, an Oregon based attorney, published the Oregon Medical Marijuana Law Reporter, a tri-annual law journal that tracks and examines changes and advances in marijuana law, both nationally and at the state level. Mr. Feeney works in the field of drug and alcohol treatment, and serves on the Board of Directors for the Compassion Center, a non-profit organization serving medical marijuana patients in the state of Oregon.
