Commission's Final Report provides a full and complete account of the circumstances surrounding the September 11th, 2001 terrorist attacks, including preparedness for and the immediate response to the attacks.

Included also are the recommendations designed to guard against future attacks. The report spares few details in recounting four crashed jetliners, the chaos that prevailed and a mountain of missed opportunities.
