186 Chapter Seven The Small Assembly provided personnel for this task and dictated administrative regulations. In 1601 it forbade the consumption of all meat until new measures were taken, apparently due to irregularities in its preparation. The Large Assembly, in cooperation with the ethnic governors and the Levantine communitys special  meat deputies, decided to elect three people, who  would seek a means of procuring meat for the entire community. 97  The pan- ethnic conventions of 1603 state that the Large Assembly had hitherto approved the citys Jewish butchers and slaughterer- inspectors, but that henceforth the Small Assembly, together  with the ethnic parnasim, would bear thisresponsibility. 98  In June 1610 the Cattaveri required slaughterer-inspectors to obtain a license from the Small Assembly, and permitted the rabbis and page to excommunicate  the butchers for violating the existing conventions. 99  This Cattaveri order reveals the Small Assemblys perception of its authority: it demanded the power to grant or withold the license to perform any communal service. In a rare display of punitive muscle, the Small Assembly banned a cutter from his profession in 1619, because of his technical violations, and then licensed someone else [ 222v]. The Small Assembly and  the ethnic governors elected a team of six rabbis and hakhamim, 100  who were to choose among three volunteers for the job of the communitys third slaughterer- inspector. 101  This source depicts a different division of authority. The rabbis do the choosing, but the lay leaders  license the rabbis to do so. When a candidate was chosen three weeks later, the Small Assembly dictated a hierarchy of  authority for the resolution of technical, i. e. halakhic, problems. 102 97 ASV, Avogaria del Commun, Misc. The itinerant  levantines ( viandanti), i. e. those sojourning in Venice on business but not participating in the pan- ethnic community, refused to submit  to the pan- ethnic communitys process of licensing butchers [ 87v]. 100 This title presumably refers to  the rabbinic leadership within the Levantine and Ponentine communities, though  no ethnic distribution of rabbinic representation is dictated. 101 F. 197r- v.
